Had this problem a few times now trying to upgrade from Windows Vista to Windows 7..
Error message:-
“You must make the following changes before upgrading Windows:”
“Uninstall the following program: Windows PowerShell”
Very easy to fix, just find the update called KB968930 in windows upates and un-install
Then run Windows 7 installation again and all should be good
